Abstract: The university library has the functions of service teaching, service research, and service. In the background of the new era, college libraries are in various crises. Therefore, in daily management, we must establish a sense of crisis management and form system avoidance measures in order to ensure the continuous operation of its health. This article believes that the specific crisis of college libraries include: management crisis, service crisis, resource crisis, cyber crisis, etc. Analysis of the specific formation mechanism of these crises is of positive significance for the formation of targeted management strategies.

I. Introduction

Regarding the construction and management of college libraries, in 2015, the Ministry of Education of my country released the “Regulations on Library of General College of Higher Education”, which pointed out that college libraries need to be equipped with professional library administrators and actively improve the level of resource management. In fact The ultimate goal is to improve the ability of the library to deal with crisis. Only in this regulation, there is no special provisions for the management of college library crisis. This also shows that the overall management of the college library crisis management is in a weak state, and research on the corresponding crisis is essential to improve the level of crisis management of colleges and universities.

2. At this stage, there are problems with the management of colleges and universities library crisis management

(1) Lack of awareness of crisis management

It is superficial because it does not pay attention to it. The same is true for the management of college library crisis. The problems of looseness, backwardness, and unknown responsibility subjects in the management of colleges and universities are derived from college management that the library believes that the library is only a place where data, documents, and equipment are concentrated, and there is no crisis. This is a typical interpretation of the “crisis”, which only equates the crisis with traditional waterproof, moisture -proof, electrical anti -theft, and anti -theft. This incomplete crisis awareness directly determines the incompleteness of the college library crisis management system, imperfect measures, or even lack of lack, allowing college libraries to be under various crisis.

(2) Lack of crisis management system

Although some college libraries have a sense of crisis management, the management is relatively chaotic, mainly because of the lack of systems. How to identify risks and crises, how to formulate measures, and how to arrange special persons in charge of crisis management, etc., lacks detailed institutional arrangements. During the process of crisis management, it is always too scattered, resulting in low management efficiency.

(3) Lack of crisis management measures

Because the source of the specific crisis of the library cannot be clarified, reasonable measures cannot be formulated. Management only defines the crisis in traditional waterproof, moisture -proof, electrical prevention, theft, insect -proof, etc. without forming an analysis of modern equipment, network resources, and services. The aging of equipment caused by low lunches and insufficient maintenance of modern equipment, leakage of collected data leaks caused by insufficient network security [1].

(4) Lack of crisis management departments

There is generally lack of crisis management departments in college libraries, and no personnel to be responsible for crisis management have caused more passive crisis during the crisis. For example, there are no people responsible for fire prevention drills and earthquake -aversion drills; no one reflects on the problems of service, shortcomings of resource management, and loopholes in network security. Regulatory responsibilities have caused punishment to not be implemented.

3. A strategy of improving the level of crisis management in colleges and universities

To improve the level of crisis management in colleges and universities, we first need to clarify what crises exist in the management process of the library, and then combine the common problems of the current library crisis management to form a specific solution strategy.

(1) College library crisis composition

In general, the crisis of college libraries mainly includes management crisis, service crisis, resource crisis, and cyber crisis. The management crisis refers to the lack of reform awareness in management, leading to aging management. It belongs to the root cause of the crisis; service crisis refers to the lack of innovation in library services, and cannot provide the most fitable information such as teachers and students, academic research status, and teaching environment. The reading experience; the resource crisis refers to the narrow and old collection information, the utilization rate is not high, and the lack of dynamic renewal awareness has led to the continuous decline of teachers and students to the library; the network crisis refers to the insufficient security of the computer network of the library. It will cause the loss of important information under the hacking attack, especially the graduation thesis information and other important files of each student [2].

(2) College library crisis management strategy

First, actively study the norms and regulations on the management of the country and the local library of universities, we must start establishing a sense of crisis from management. To take the management crisis as the core of crisis management, we must understand that under the new normal, we must change the management thinking, relax the scope of management and management, and ensure the active prevention and control of the crisis. The specific crisis management system can be clearly predicted and identified for the crisis of college libraries. Class factor, such as the detailed management crisis: institutional arrangement, personnel coordination, etc. This can ensure that the management of crisis is fully rolled. [3]. Third, there are corresponding solutions to each crisis. Management crisis: First of all, establish a consciousness of crisis management; secondly, perform performance assessment around crisis management to ensure that managers can increase the awareness of crisis, and can actively learn the knowledge of crisis management to continuously improve their comprehensive literacy and achieve the initiative of crisis management. Resource crisis: First of all, the category of collection resources is now available; secondly, in the face of teachers and students to form a survey, find the common reading needs of their existence; again, optimize the collection resources and introduce new resources to ensure the optimization of library resources. Service crisis: First of all, in accordance with the “college library administrator must ensure more than 50%of the professional background, it needs to be strictly recruited from the society” proposed by the Ministry of Education’s library of college And those with high service skills enter the post, ensure the high level of library services from the source; secondly, it is necessary to establish a library administrator assessment system, provide professional training, give a certain level of salary and benefit, and ensure that the administrators are sufficient Internal drives, so that they can take the initiative to improve the service level. Network crisis: First of all, consider network security from the web topology design; second, it is equipped with professional network security guards to strictly protect the library computers and network systems, such as computer login authentication, library network router firewall settings, etc. Each crisis management requires a special system and manual, which is conducive to the learning technology and improvement of crisis management departments. Fourth, establish a professional crisis management department. The curator is the leader, and the heads of various departments are the members of the crisis management team. Under the leadership of the team leader, the departments analyzed the crisis of the work of the headquarters, forming the leader of the group leader on the crisis identification form. The crisis information management system, dynamic management, dynamic evaluation, and dynamic improvement [4].

4. Future Outlook of College Library Crisis Management

First, due to the impact of the new crown virus, the crisis management of colleges and universities needs to establish a crisis management mechanism in the agglomeration activity, that is, the disinfection treatment of the body temperature testing, activity room and reading room, and various departments connection methods, etc. In the emergencies, they can strive for active prevention and control to avoid the passiveness of crisis management. In view of the high degree of development of society and the variation of various types of viral virus, the author believes that the university library needs to normalize the crisis management of disease infection, and strive to regularly wipe regular disinfection to ensure the health and neatness of the reading environment. For low air quality inside the library, it is recommended to use the intelligent air purification system, which can effectively realize regular ventilation, antidivirus sterilization, and effectively ensure the cleanliness of indoor air. Second, in order to effectively ensure that the collection of data collection data is not corroded and insects, it is necessary to convert these materials into electronic data uploaded clouds and set up high -difficult passwords to protect them. Or save digital data in a large -capacity mobile hard disk. This type of hard disk needs to be protected to avoid damage and lack of internal files caused by magnetic interference. Third, the establishment of an information management platform to carry out rationalized management of library resources. The so -called resources include administrators, collected materials, equipment, funds, etc. It is necessary to count the status of each resource and establish an early warning mechanism to ensure that all resources of the library can be rationalized, avoid the service crisis caused by the lack of administrators or the decline in quality, avoid the decline in service levels caused by improper collection data management, avoid increasing equipment maintenance caused The aging, avoiding waste caused by improper management of funds.

5. Conclusion

The management of crisis in colleges and universities began in the establishment of crisis awareness, and depends on the formation of specific control measures in specific management. Generally speaking, the library crisis of colleges and universities comes from the management crisis, service crisis, source of capital, and cyber crisis. In addition, the crisis response mechanism of social emergencies in colleges and universities needs to be constructed. The most important thing is that it is necessary to set up a dedicated management crisis in college libraries. This can implement crisis management responsibilities, ensure the continuous development of crisis management, and avoid excessive dispersion in traditional management and unknown power and responsibilities.
